Energy targets and other performance goals can be undermined by new or unexpected occupancy patterns, construction defects, equipment malfunctions, or deferred maintenance. The performance of most systems degrades with time, so a building’s energy use and emissions will increase unless operators regularly check in.

Green buildings sustain low energy use by ensuring that a building continues to meet its fundamental operating requirements. This is done through two additional types of Cx:

- Monitoring-based commissioning, which is a way to maintain and continuously improve project performance over time by gathering information about energy performance and using this information in a cycle of analysis, problem-solving, staff training and implementation, and further monitoring. Sources of information include feedback from occupants and performance data from energy meters, building automation systems, or utility bills. Monitoring-based commissioning enables building operators to identify operational issues as they occur, facilitating achievement of the project’s performance goals on an ongoing basis.

- Retro-commissioning, which is commissioning that is provided by a third party for an existing project that includes assessment and testing of building systems and documentation of any measures that are needed to improve performance. Retro-commissioning often includes financial analysis to help teams prioritize investment in process adjustments and capital improvements.

Monitoring-based commissioning and retro-commissioning have a strong return on investment. In fact, research found that energy savings from existing building commissioning was even higher than new construction commissioning.
