Project goals around energy use are documented in the owner's project requirements (OPR), a written document that details the ideas, concepts, and criteria the owner has prioritized. The OPR is developed early in the integrative process and considered throughout the building design and construction process, and it becomes the reference for evaluating the performance of the project while it is in use. To reduce energy use, projects need to go beyond setting goals; they need to ensure the systems actually perform as intended.

Green buildings ensure systems perform as intended through commissioning (Cx), the process of verifying and documenting that a project and all its systems and assemblies are planned, designed, installed, tested, operated, and maintained according to project requirements.

Cx improves energy performance and limits greenhouse gas emissions by verifying that systems are operating per the OPR. Just because energy efficiency strategies are incorporated into the design and construction documents doesn't mean they always work as intended. Cx helps ensure that building systems work as intended.

Project teams engage a commissioning provider (CxP) to complete these tasks. This provider also assists in the development of the OPR and may be responsible for:
- Design reviews
- Proactive quality control during construction
- Tests of the HVAC, electrical, and plumbing systems, plus their sensors and controls
